A warehouse with no tenant yet is going up on Ronald Reagan Boulevard

The county rezoned the 7.93-acre site for industrial use a year ago. The building permit was issued Oct. 2, and the leasing listing says the space will be ready Feb. 1, 2027.

A long rectangle of yellow plastic sheeting laid over the graded building pad on red clay, with excavators, a boom lift, work trucks, a portable light tower and workers around it, and woods behind.

FORSYTH COUNTY, Ga. — A 96,301-square-foot warehouse is under construction at 2340 Ronald Reagan Blvd., and no tenant has been announced. The county's building permit, issued Oct. 2, describes it as "a speculative 96,301 SF building", one built before a tenant has signed (building permit BLDGCOMM-26-0488). Its LoopNet listing offers from 17,820 square feet up to the whole building, available Feb. 1, 2027 (LoopNet listing).

What is being built

The building

The permit describes one building with a concrete foundation, concrete tilt-up wall panels and a steel roof structure, under the project name "2340 Ronald Reagan Blvd Distribution Center" (building permit). The listing gives a 32-foot clear height, 25 exterior dock doors, three drive-in bays and a 110-foot truck court (LoopNet listing). CapRidge Partners, which lists the project in its industrial portfolio, describes a rear-load building with 28 loading positions and a 165-foot depth (CapRidge Partners).

Who is behind it

The rezoning application was filed by Oakley Capital Partners, LLC, of Atlanta, represented by attorney Ethan Underwood of Underwood Scoggins (rezoning record ZA4244). The listing names Oakley Real Estate Partners as the leasing contact (LoopNet listing). The county records we read do not mention CapRidge.

Who it is for

The listing offers one space of 17,820 square feet up to the full building, on leases of one to 10 years, with rent "upon request" (LoopNet listing). CapRidge says the building can take one to four tenants and is aimed at local distribution, light manufacturing, e-commerce fulfillment, building supply and equipment service users (CapRidge Partners). In August 2025 the applicant told neighbors it expected rent of about $12 to $13 a square foot (public participation report, ZA4244).

How it got here

What the two variances do

Both apply only where the site meets existing easements. One cuts the zoning buffer along the southern boundary from 20 feet to zero, and the other cuts the landscape strip along the southern and western boundaries from 6 feet to zero (Board decision letter, ZA4244). The applicant told neighbors that a large Atlanta Natural Gas easement runs along that southern boundary (public participation report).

What the neighbors asked

The applicant's report lists 15 questions raised at the August 2025 meeting, five of them from the private school next door, Fideles Christian School (school website), which the report calls Fidelis Christian Academy. Its answers to the main ones (public participation report):

Two of the board's conditions are for the school, which they call Fidelis Christian School: the developer must install a sewer manhole near the northern boundary for its benefit, and send it a copy of any hydrology study filed with the county (Board decision letter).

Trucks on Ronald Reagan Boulevard

The county's engineering review classified Ronald Reagan Boulevard as a minor arterial. It said no traffic study would be required unless the recommended improvements were left out of the construction plans (staff report). We found no estimate of truck trips in the county records. The applicant told neighbors it expects trucks to arrive from the north, by way of Exit 14 or Pendley Road, and leave to the south. It said it had tried to connect to the traffic signal at Ronald Reagan Boulevard and Old Atlanta Road but could not acquire the property, so access to that signal is "unlikely" (public participation report). One of the board's conditions says "no overnight stays are allowed in the development" (Board decision letter).

Other conditions

Among the 21 conditions (Board decision letter):

Disclosures on the record

The county's speaker form, citing Georgia law and the county's code of ethics, asks anyone speaking at a rezoning hearing to disclose campaign contributions of $100 or more to county elected officials in the two years before it. On the Planning Commission speaker form, Underwood listed contributions of $1,500 to Chairman John and $500 to Commissioner Semanson (speaker sign-in sheet, ZA4244). On the county's conflict-of-interest form for the application, every line for the five commissioners and five planning commissioners is marked "no" for both property and financial interest (conflict of interest form, ZA4244).

What is not yet clear: No tenant has been announced. The county did not require a traffic study, and we found no count of expected truck trips. The rezoning was for a 95,280-square-foot building on 7.93 acres, while the permit and listing say 96,301 square feet and the listing says 8.51 acres; the records we read do not explain the difference. A permit for three retaining walls has been in revision review since June, and a dumpster enclosure permit is in review. The county records we read do not say how CapRidge Partners and the Oakley companies are related. This page reflects county records, the listing and CapRidge's page as we read them on Oct. 26, 2026.
